OK, second third attempt at posting this update:
It's Mark Evans. The Half-Blood Prince is Mark Evans. It just hit me. I was reading
mysduende's entry - I like the part about Gryffindor, I hadn't thought of him - where it said it wouldn't make sense to name the book after a new character that's going to be introduced in that book. And I was going to point out that PoA was named after a character who was almost new - Sirius had only been mentioned once before, in PS/SS, when Hagrid said something about returning his bike. So it wasn't a totally new character but one that had been mentioned in passing. Like Mark Evans.
The question remains: is he related to Lily? With that name, I think he has to be, but he can't be a close relative or else Dumbledore wouldn't have said the Dursleys were Harry's only relatives.
I guess it'll make sense when the book comes out. Till then, we're really going to be pulling our hair out about this, aren't we? At least "Order of the Phoenix" didn't have too many possible meanings.
